Tel Aviv's startup ranking: what lies behind its position

Tel Aviv ranked fifth in Startup Genome's 2023 report. Understanding the achievement requires the year, the measures and the limits of the comparison.

Fifth place belongs to a specific report

Tel Aviv ranked fifth worldwide in the 2023 Global Startup Ecosystem Report by Startup Genome and GEN. The report's release announcement on 15 June 2023 said it had risen two places compared with the previous edition. This is a specific historical fact, not a ranking that can be presented without a date as though it applies every year. Even when an old headline continues to appear in search results, the year and the ranking organisation are part of the information that needs to be read alongside the number. To understand the achievement, also read the definitions behind the table and the components on which the score is based.

What exactly is being ranked?

The report concerns startup ecosystems, meaning the system around startups, rather than a competition between municipalities over the number of offices. To understand such a measure, check which companies are included, the geographical area covered and the data period examined. A city name in a headline does not necessarily mean every figure refers only to its municipal boundaries. The distinction is especially important when comparing a small urban centre with a broad technology region: without matching definitions, the figures can look simpler than they are.

Why the measures matter

In its 2025 edition, for example, Startup Genome presented six success factors: performance, funding, market reach, talent and experience, AI-native transition and knowledge. Performance included measures related to exits and valuations, while funding also examined investor activity. This shows how an overall position combines different questions into one number. Do not automatically apply the 2025 methodology to the 2023 report; comparisons over time also require checking changes in definitions, rather than just rises or falls in the table.

What entrepreneurs can take from the ranking

A high ranking can be a starting point for exploring the business environment, but does not answer whether it suits a particular venture. A team developing medical equipment needs different connections, skills and partners from a team building marketing software. Before choosing where to operate, define what you actually lack: suitable employees, access to customers, a laboratory, a commercial partner or professional guidance. Then examine the specific options. Being based in a ranked city does not replace product fit, execution or conversations with potential customers.

How to read a headline about a new ranking

Look for four details: the organisation publishing the list, the edition year, the data period and the measures included. Check whether it is an overall global ranking, a regional ranking or one for a particular field; first place in one field is not the same as first place overall. Also distinguish between an improved score and a change in position relative to others. Tel Aviv's 2023 achievement deserves to be understood in context. Its practical value comes from understanding what it measures, rather than treating it as a promise of success for every company in the city.
